HONG KONG. 10th April, 1930.

My Lord,

I have the honour to report that I have appointed Mr. J. Owen Hughes provisionally and subject to His Majesty's pleasure to be temporarily an unofficial member of the Executive Council in the place of the Honourable Sir H. E. Pollock, K.C., who is temporarily absent from the Colony. Sir Henry Pollock has left for England on a visit which is expected to extend over a period of about eighteen months. The term of his appointment as a member of Executive Council expires on March 8th, 1931.

Mr. Owen Hughes is an unofficial member of

the Legislative Council.
